Qualification Title: Occupational Certificate: Retail Supervisor
Qual ID: 99573
NQF Level: 4
Credits: 100
Purpose and Rationale
Purpose:
The purpose of this qualification is to equip a learner with knowledge and skills to operate as a Retail Supervisor.
A qualified learner will be able to:
- Supervise retail and wholesale staff.
- Supervise the implementation and maintenance of retail or wholesale operations.
- Analyse causes of customer complaints and to resolve them in a manner that promotes customer loyalty.
Rationale:
The Occupational Certificate: Retail Supervisor is designed to provide learners with fundamental knowledge of retail supervision. A Retail Supervisor oversees, controls and coordinates the work performance of a team in a specific area in a wholesale and retail outlet. The Wholesale and Retail industry is known for employing people at the lower levels, such as Level 2 and 3 and promoting people from within. The target learners are therefore primarily people who are already employed in the industry but are not being allowed progression opportunities. The appointment of a Retail Supervisor is usually characterised by choosing the best person for the job and promoting them to supervisor. These people have a major impact on the organisation’s ability to provide the correct level of customer service and to operate with productive teams who minimise losses to the organisation and contribute meaningfully to the success of the organisation by leading their teams through good supervision. Retail Supervisors supervise within a number of varying contexts and require knowledge of both supervisory skills and job skills. The major problem is that there is a huge difference between executing responsibilities and supervising others in the execution of their responsibilities. The wholesale and retail sector has identified the position of Retail Supervisor to be a scarce skill, and many of the characteristics of retail supervision as critical skills.

The purpose of this qualification is to equip a learner with the knowledge, skills and competencies to perform duties as a Retail Chain Store Manager.
A Retail Chain Store Manager manages the functions of a branch of a retail chain organisation.
The industry feels that the qualification will serve to equip qualifying learners with the fundamental skills and attitude necessary to:
- Manage retail chain store operational processes.
- Maintain retail chain store stakeholder relations.
- Implement plans to improve sales in a retail chain store.
- Manage risk and maintain assets in a retail chain store.
A qualified learner will be able to:
- Lead teams to achieve retail chain store operational objectives.
- Manage service standards of a retail chain store.
- Manage stock control in a retail chain store.
- Improve the financial performance of a retail chain store.
Rationale:
Feedback from the Wholesale and Retail sector has identified the position of Retail Chain Store Manager to be a scarce skill. It is also identified as a national scarce skill.
The industry cannot find qualified people to fill these roles, and most of the major retail chains have their own Trainee Manager programmes running over 12, 18 or 21 months.
There is, however, no consistency as each organisation is doing just enough to produce managers to manage their stores, and the need for a national qualification that sets a national standard allowing people to move between organisations is paramount.
The qualification developed by the Wholesale and Retail sector at level 6 and titled Retail Store Manager was developed for the manager/owner of a retail business who has to run her/his own business without the help of a Head Office.
Many positions are opening up each year through the opening of new stores by the many national chains, through promotion and through people leaving the industry.
These managers control anything from 3 staff to 20 or 30 staff and have many millions of Rands of assets under their control.
Unless properly trained they could cost their organisations many millions in losses.
Typical learners would include unemployed persons with grade 12 attending Universities or Technical and Vocational Education and Training colleges, employed learners moving from a supervisory position into store management.

Qualification Title: Occupational Certificate: Office Supervisor
Qual ID: 118740
NQF Level: 5
Credits: 240
Purpose and Rationale
Purpose:
The purpose of this qualification is to prepare a learner to operate as an Office Supervisor. Office Supervisors plan, organise, lead and control office functions in a business environment.
A qualified learner will be able to:
- Provide planning support on recruitment, selection, and disciplinary processes of an organisation.
- Organise and coordinate work activities with other work units or departments.
- Coach and mentor administrators in an office environment.
- Handle internal communications within an office environment.
- Handle conflicts and solve problems within an office environment.
- Ensure compliance with regulations and company procedures.

Rationale:
This qualification provides a learner with the competencies required to operate as an Office Supervisor in various businesses. It specifically develops supervisory competencies at the junior manager’s level. It builds on the foundation laid at the office administration level which focuses on competencies for personnel clerks, filing clerks and data capturers. The qualification introduces the ability to apply key terms, rules, concepts, principles and practices of management that will enable learners to be informed office supervisors.
The scope of supervision covers four domains: plan, organise and coordinate, control, and lead in a business environment. This qualification addresses each of these domains with competencies specific to planning support of office functions, organise and coordinate work activities, coaching and mentoring of others, handling conflicts, and performing office controls. It provides learners with the knowledge and practical skills that enable functioning as an office supervisor.
Various businesses have different offices with data capturing, personnel assistance and filing as core functions.
The supervision of these roles is normally performed by an office supervisor, and this qualification enables businesses to be able to employ individuals with competencies that match this supervising role. Businesses across economic sectors will benefit from a pool of office supervisors with competencies already fitting the needs of the roles.
Previously, office supervisors would acquire competencies through various qualifications, mainly the Further Education and Training Certificate: Administration Management, Business Administration services and Further Education and Training Certificate: General Management. All these qualifications were at NQF level 4 while operating at various occupational levels. This then required a QCTO realignment process to ascertain an appropriate level and corresponding competencies through engagement with industry experts during the curriculum development. The qualification is aimed at new entrants and learners who are already working in the field within a variety of functions in office administration with a need for growth.

A Human Resource Management (HRM) Administrator contributes to organisational success by supporting the effective and efficient operation of the Human Resource Function within an organisation by providing ethical and professional HRM administrative services. This includes collating and processing data for Workforce Planning, Staff Attraction and Procurement, Employee Maintenance and Development and Employment Relations Management. The HRM administrator also coordinates and provides dedicated communication and coordination services.
Successful learners will demonstrate the following attributes: attention to detail, sense of urgency and time management, analytical ability, compliance orientation, effective communication, and empathetic listening.
Qualified learners will be able to:
- Collect Human Resource Management data and process the data into appropriate information that is available for decision-making.
- Provide administrative services for the full range of HRM services.
- Monitor, support, and maintain the various communication and administrative processes with relevant stakeholders to optimise the employment relations in the organisation.
- Compile, maintain and ensure the safeguarding of all HRM records.
Rationale:
Human Resource Management (HRM) plays a crucial role in ensuring that organisations attract, retain, and develop talent to achieve their strategic goals. The administrative function is essential to support this function in organisations. The administrative role is becoming more important as the HRM landscape evolves due to technological advancements, changing demographics, and globalisation. In this realignment, the qualification has been elevated from a purely clerical role into a full administrative one. This is essential to meet the demands of complex and evolving organisations.
Human Resource Management (HRM) Administrators are essential in organisations in South Africa for several reasons. Firstly, the HRM administrators ensure that organisations comply with the various labour laws and regulations in South Africa. These laws cover areas such as minimum wages, working conditions, and employee rights; failure to comply with these laws can result in legal action against the organisation, which can be costly in terms of fines and reputational damage.
Secondly, HRM Administrators aid the organisation in attracting, recruiting, and selecting the best persons for the organisation.
Thirdly the HRM Administrator plays a pivotal role in the internal communication processes in organisations. Effective internal communication is essential for harmonious employment relations in organisations. This qualification establishes a standardised platform for the delivery of these essential services.
Given the importance of this role, having a formal occupational qualification provides several benefits, including ensuring that HRM Administrators possess the necessary skills and knowledge to perform their duties effectively, enhancing their credibility and professionalism, and ensuring compliance with legal and regulatory requirements.
Creating an occupational qualification for Human Resource Management (HRM) Administrators can lead to several social benefits. Firstly, it can help to improve the quality of HRM practices, resulting in more efficient and effective management of an organisation’s workforce. This, in turn, can lead to higher levels of job satisfaction and productivity among employees, which can positively impact society’s overall well-being. Secondly, an occupational qualification can promote greater transparency and accountability in HRM processes, which can help to reduce discrimination and ensure fair treatment for all employees. Finally, by establishing a standard set of competencies and knowledge requirements, an occupational qualification can facilitate the mobility of HRM professionals, allowing them to work in various sectors and organisations, thereby increasing the availability of qualified HRM professionals and contributing to the economy’s overall growth.
The typical learners who will access this occupational qualification will be individuals interested in pursuing a career in HRM or those currently working in HRM roles who wish to formalise their skills and knowledge. This may include individuals who have completed secondary education and are looking to enter the workforce and those who have completed post-secondary education in a related field but have yet to obtain a formal HRM qualification.
Through obtaining the next level of HRM qualification, learners can progress into roles of HRM Officer or related specialised HRM roles such as Recruitment Specialist and Learning and Development Officer. With the HRM Administrator qualification, qualifying learners can also provide freelance services and become self-employed.

Qualification Title: Advanced Occupational Certificate: HRM Advisor
Qual ID: 121152
NQF Level: 7
Credits: 178
Purpose and Rationale
Purpose:
The purpose of this qualification is to prepare a learner to function as a Human Resource Management Advisor.
A Human Resource Management (HRM) Advisor works in a range of public and private sector organisations as a strategic partner to the organisation. A HRM Advisor proactively contributes to organisational success by providing professional advice and support relating to the attraction, procurement, maintenance, development, and separation of Human Resource Assets (Human Capital). The HRM Advisor must ensure optimum compliance with legislative requirements, national and international professional practice standards, collective agreements, and leading practices within the HRM discipline.
A qualified learner will demonstrate the following key attributes: collaborative decision-making, analytical problem-solving, service-oriented leadership, people-oriented, team building and strategic thinking.
A qualified learner will be able to:
- Design and develop appropriate Human Resource Management strategies, derive dynamic employment value propositions, and advise on the effective implementation and maintenance of these strategies and value propositions.
- Facilitate, drive, and advise on the design and development of appropriate talent management and workforce architecture strategies and initiatives.
- Design, integrate and advise on the implementation of strategically appropriate Learning & Development (L&D) and organisational growth plans and initiatives.
- Facilitate and advise on the implementation and use of world-class employment relations practices and initiatives.
- Oversee and advise on the effective delivery of all Human Resource Management services.
Rationale:
Organisational survival, growth and sustainability are the key focus areas of management and leadership. The health of organisations in the public, private and non-governmental service sectors are critical for the nation and the economy. The single most important element of any organisation is its human capital, and this has become a key factor in creating a competitive edge for organisations. In South Africa and globally, the professional and fair utilisation of human capital is increasingly being entrenched as a way of life and a key determinant for success. Therefore, all organisations require professional guidance relating to the utilisation and management of their human capital. Because of this strategic imperative, the need for obtaining and developing human capital is firmly entrenched into the South African Constitution and national development planning processes and forms the cornerstone of the South African National Development Strategy.
The importance of professional guidance in Human Resource Management has led to the development of several qualifications registered on the Occupational Qualifications Sub Framework of the National Qualifications Framework (NQF). In collaboration with industry representatives, a process to re-align these qualifications and replace them with Occupational Qualifications were initiated. The result of this realignment process is a suite of three qualifications, starting at NQF Level 5 and culminating in the Advanced Occupational Diploma: HRM Advisor at NQF Level 7.
The employment of practitioners with professional HRM capabilities to navigate through the complex legislative and social dynamics that workplaces find themselves in is essential for organisational success. It is also critical to standardise the various approaches to Human Resource Management and to ensure that they are aligned with the national transformation agenda and the national and global professional standards for HRM. This aspect of organisational management is becoming more important daily because of the ongoing technical, environmental, and social evolution confronting organisations. The Advanced Occupational Diploma: HRM Advisor will serve as a platform for developing and nurturing the skills required for HRM practitioners to become strategic partners in organisations, guiding them through these turbulent organisational dynamics.
Furthermore, this qualification will have broader social benefits and will promote diversity and inclusion in the workplace. It will also contribute towards supporting the development of ethical and socially responsible HRM practices at all levels of society. It will also provide individuals with recognised and portable credentials that will enable them to work in HRM roles across different industries and geographies, increasing their employability and contributing to the development of a globally competitive workforce.
The typical learners who will access the occupational qualification will be individuals who are interested in pursuing a career in HRM or those who are currently working in HRM roles and wish to formalise their skills and knowledge.
Furthermore, this qualification may also appeal to individuals currently working in technical and managerial roles and require formal education in the HRM discipline to enable them to take up senior roles in organisations.
After successfully completing this qualification, learners will be able to operate in several senior HRM roles, such as HRM Business Partner, HRM Specialist and HRM Manager, amongst others.
Apart from the legacy qualifications being replaced through this realignment process, no other similar Occupational Qualifications are registered on the NQF.
This qualification does not require professional registration.
